To start, Mayor Frank Matarrese, Sr. took charge and call together the city council and city manager to figure out a plan. They met and decide that the easiest and most efficient way to get the job done was by outsourcing the process to a cleaning company. They set up a program where the streets were clean once every four months by the same company, the San Francisco Streets and Sidewalks Maintenance Company. The result was the first-ever citywide street cleaning program, the city council vote to approve it unanimously, and the entire program has been an overwhelming success.
